First make sure, is it penguin or any other animal. for this purpose you can use SEO chat forum and top SEO discussion blogs i.e search engine journal, Search engine land, Digital point etc. You can use MOZ Update API. Check your google analytic, if you see a huge sudden drop in traffic or SERPs then it can be Penguin.
